The ​Constitution


1.  NAME.
     The name of the Club shall be: Email ( Rosebery ) Golf Club

2.  OBJECTS.
     To organise golf tournaments and social events for it's members and visitors.

3.  MEMBERSHIP.
     The Club shall consist of:

  a) ORDINARY MEMBERS.
 Membership shall be open to a maximum of 32 male members, age 18 years and over. Membership will commence after acceptance by the committee and payment of annual subscriptions.

  b) HONORARY MEMBERS.
A.   Honorary membership may be granted to members or ex-members for such reasons as decided by a general meeting. 
B.   Each member shall share equally with others in the Club's benefits and privileges. 
C.   Any member, whose conduct or actions are injurious to the welfare of the Club or it's members, may have his membership terminated or be suspended for such a period as thought fit by a meeting of 2 committee members.

4.  FEES.
A.   The annual subscription shall be decided at the annual general meeting. 
B.   The annual subscription shall be due on 1st January and payable before the second match of the season. Failure to do so may result in suspension, at the discretion of the committee. 
C.   New members, accepted after the first match of the season, shall be paying a subscription on a pro-rata basis, according to the number of remaining matches and events. ?

5.  MATCHES.
A.  If unable to play, notification must be given to a member of the committee before noon on the last Wednesday before the match . 

B.   Every non-starter, regardless of circumstances, will be charged an absentee fee. This fee will be determined at the Annual General Meeting and concessions will be granted where adequate notification is given.
   
C.   Members and visitors are required to be ready to hit off at least 15 minutes before the scheduled hit-off time. 

D.   Members and visitors are at all times required to be suitably dressed and conform to the dress regulations laid down by the various clubs we visit. 

E.   Before hitting off, members and visitors shall familiarise themselves with the 'local rules' of the course they will be playing on and observe all notices regarding special parking arrangements for visitors, the taking of sand buckets, general behaviour on the course and in the club-house etc. 

F.   Any member who has not attended at least 50% of available matches prior to the annual invitation day (without an acceptable reason) shall not be entitled to a reduction in greenfees and dinners on that day. 

G.   Members are required to pay greenfees and entry fee for all the ball games (and any other money due to the Club) as soon as possible after completion of the match to the secretary/treasurer. 

H.   Any member who misses four consecutive matches without adequate reason may have his membership revoked. ?

6.  GENERAL MEETINGS. 
 a) The annual general meeting shall be held at a time and place decided by the committee. The following business shall be transacted at this meeting: 1 Minutes of previous meeting. 2 Financial Report. 3 Election of officers. 4 General Business.

 b) At a general meeting, ten of the members shall form a quorum. If a quorum is not present 30 minutes after the announced starting time, the meeting shall be cancelled and the committee shall decide on the time and place of a new meeting. If a quorum is not present 30 minutes after the announced starting time of the new meeting, the members present shall form a quorum.

 c) At general meetings, the Club Captain shall act as chairman. If the captain is not present, the committee shall appoint a chairman before the start of the meeting.

7.  THE COMMITTEE.
 a) The Club shall be managed by a committee consisting of: 1 Club Captain 2 Secretary/Treasurer 3 Handicapper They shall be elected each year at the annual general meeting for the period of twelve months and shall be eligible for re-election.

 b) The outgoing committee shall hand over books, accounts and outstanding business to the new committee during the week following the elections.

 c) In the event of a committee member or members being absent, or unable to carry out their assigned duties, any other member shall be prepared to carry out these duties, if required.

 d) In the event of a vacancy occurring on the committee, the committee shall have the power to fill such vacancy for the unexpired term of office or until the next general meeting of the Club.

 e) At committee meetings 2 members shall form a quorum. If a quorum is not available and the business to be discussed is sufficiently urgent, the committee may request 1 or 2 members to help form a quorum.

 f) Any financial member or honorary life member of the Club is entitled to be nominated for any of the positions on the committee. ?

8.  DUTIES OF THE COMMITTEE. 
 a) THE CLUB CAPTAIN. 
He shall preside at all meetings and make the presentations at the Club matches and social events. He shall also be responsible for the conduct of the members and the visitors at golf club outings. He shall ensure that the committee members carry out the duties assigned to them according to the constitution and the wishes of the majority of the members.

 b) THE SECRETARY/TREASURER. 
He shall be responsible for the booking of the golf courses, handling of correspondence, the keeping of the minute book and the supplying of information to members concerning matches, social events and meetings. He shall also be responsible for the recording of all monies received and expended, collecting of all money due to the Club and paying all accounts. He shall ensure that the account book is open for inspection, on reasonable request by any financial member. The secretary/treasurer shall be in charge of all money-raising ventures and responsible for the organisation of these ventures.

 c) THE HANDICAPPER. 
He shall be responsible for setting of the members and visitors handicaps. He shall organise the starting and decide the order of hitting off at all matches. He shall collect and check score cards after the game and declare the winners and place-getters. The Captain and Secretary/Treasurer shall set the Handicapper's handicap.

 d) Every committee member shall also be prepared to carry out such duties. as assigned to him by the committee. ?

9.  GENERAL. 
 a) The Club shall not accept any responsibility for injuries or damages to personal property, incurred at any of our matches, meetings, social events or other gatherings of the Club. It is the members responsibility to advise their guests of this clause in the constitution.

 b) Invitation Days. To stop visitors competing in our invitation days on inflated handicaps, visitors are allowed to score on a maximum of nine holes only. Any pair submitting a score card, on which a visitor is shown as having scored on more than nine holes, will be automatically disqualified. A member-member team is allowed to compete and is entitled to win any of the trophies, except the shield, which shall be won by the visitor-member team with the highest score.
